Issue fresh notification for Srinagar Ring Road: Ali Mohammad Dar


Srinagar, Sept 01 (KNS): National Conference on Tuesday said that J&K administrations wrong policies vis a vis land acquisition has dealt a serious blow to farmer community in Budgam saying Govt must immediately issue fresh notification for construction of Srinagar Ring Road as compensation decided is very less and awards prepared are illegal as the time for making these awards has already lapsed.
In a statement to KNS, Central Zone President and former MLA Chadoora Ali Mohammad Dar said that notification issued under section 4 and 6 of JK Land Acquisition Act 1934 by Govt in 2017 has expired due to time lapse of more than 2 years and the law only guides the Govt to issue fresh notification.
"How can the Govt prepare awards after a lapse of 3 ½ years when the same has to be made in 2 years of time as per section 11 -B of JK Land Acquisition Act 1934 " Dar said.
“ Farmers in Gowherpora, Kuzwera , Chattergam , Khanda , Suthsoo , Bugam Batpora , Wathoora , Batpora, Buchroo , Ichgam , Ganji Bgah , Panzan , Dharmuna , Wadwan , Soibugh and many other villages of Budgam district are being forced to give land for Ring Road and payment is being decided under JK’s repealed land acquisition law while as after article 370 abrogation Central land acquisition law has been made applicable in J&K . On one hand Govt claims people of J&K would get benefited by this law but when practically seen on ground people are being deprived of fair compensation," Dar added.
He further said that in Naina to Gulzarpora Pulwama, Govt is forcibly acquiring land for a PMGSY road and in that case also notification is not being issued under Right to Fair Compensation and Transparency in Land Acquisition , Rehabilitation and Resettlement Act 2013 (RFCTLARR 2013 ) which was enacted by Congress lead UPA –II Govt in 2013. "This is seer injustice and National Conference opposes this move,” he said. (KNS)
