Handwara, Dec 18 (KNS): Government’s transfer policy seems to not be applicable on the well connected doctors posted in the District Hospital Handwara in north Kashmir’s Kupwara District.
Scores of doctors and Para-medics at district hospital Handwara according to RTI have not been transferred from the healthcare facility from over a decade. As per reports these doctors are running private clinics in the town and have managed to retain themselves in the hospitals for last many years.
A well known gynecologist and a private practitioner is working in the hospital from last 15 years reveals RTI act.As per the government policy the minimum tenure of a doctor on a post shall be two years to a maximum of three years, but there are doctors who are constantly posted at one place for decades and the policy has been trashed literally, says a doctor wishing anonymity.
Sources also said that there is a strong lobbyism of doctors in the town and are not being transferred from the hospital from past many years. As such the doctors are allowed to go for private practices in nearby of their residential quarters.
Locals of the area also alleges that most of the times the doctors in DH remains un-available on the hospital which causes huge inconvenience to the patients, we seen most of the doctors in private clinics a local resident said.
The official documents, which record the date of appointment of the doctors and the subsequent posting to various health facilities, have revealed grave violations of the transfer policy, with higher-ups in the health department failing to take note.
A well known doctor, as per the documents, has been posted at district Hospital Handwara in the year 2004, despite passing 15 years the doctor has not been transferred and has been kept available mainly at DH Handwara. Pertinently, the doctor is a resident of Handwara Town, and has managed only convenient postings so far.
Similarly, another doctor posted in the hospital on July 2011, and is currently working in the hospital till date. Same is the case of general physician who is also present in the DH Hospital Handwara from 08 years.
The sources revealed that there are other doctors who were transferred from one district to another. However, the favorites have remained untouched. There are also cases where doctors who have seen couple of transfers in decades and are habitual of overstaying at one single place.
As per the RTI report same is the case with Para-Medics they too are not being transferred from last decades and few of them have been appointed in early nineties and are still in the hospital.
Director health services Kashmir Sameer Matoo admitted that the transfer in hospitals have not been done by the department since long however he said the transfer policy will be implemented soon.
The locals of the area appealed the Lt. Governor Led Administration to make the strategy with regard to transfer of doctor and Para-Medics so that doctor- patient relations can be making more effective. (KNS)
