Srinagar, Sep 12 (KNS): Chairman International Forum for Justice and Human Rights (IFJHR) Muhammad Ahsan Untoo termed the Rs 20,000 financial aid provided by the district administration Kupwara to torture victim Nasruallah Khan, whose both kidneys were damaged by the soldiers of 27 RR, on August 31, 2017, as a joke and a step aimed at adding salt on the wounds of victim. He said the victim has spent lakhs of rupees on his treatment as his both kidneys were immensely damaged during the torture and intense beating by the soldiers.
The chairman IFJHR was reacting to the reply from the district development commission Kupwara on his petition filed before the State Human Rights Commission (SHRC) under number SHRC/18/655. Police had also registered an FIR number 63/2017 in police station Diver Lolab, Kupwara. Another FIR 62 was also registered into the disappearance of Manzoor Ahmed, the friend and neighbor of Nasruallh Khan, who went missing inside the army camp at Trehmak, Lolab, Kupwara on August 31, 2017 and till date there is no trace of him.
According to the reply from the Additional Deputy Commissioner Kupwara, the injured person namely Nasrulalh Khan s/o Shareifudin Khan of Diver, Anderbugh has been paid Rs 20,000 out of district red cross fund.
The petitioner while strongly criticizing the callous approach of the district administration Kupwara said that the value of two kidneys of Nasrullah Khan has been fixed at meager Rs 20,000 which amounts to rubbing salts on the wounds of Nasrullah, who had a miraculous escape after being intensely beaten by the soldiers of 27 RR inside the Trehmak army camp on August 31 last year.
He said while as Nasrullah Khan, was discharged after hectic treatment at SKIMS, Soura, and continues to be bed ridden at his house, his friend and neighbor Manzoor Khan who disappeared inside the army camp, remains untraced even after passage of one year. The petitioner said that the even the Special Investigation Team (SIT) constituted by the police failed to find whereabouts of Manzoor Khan. (KNS)
