Promises of removing overstaying officials fall flat

Srinagar, Dec 23 (KNS): Overstaying at the Directorate of Health Services Kashmir and district offices for more than a decade, the clerks occupying key positions evade action as the promise of Principle Secretary Health and Medical Education on removing overstaying clerks has fallen flat.
Sources told Kashmir News Service (KNS) that the clerks occupying key positions in the health directorate are ruling the roost as one among them Abdul Rashid holding the charge of SO Budget for the last more than five years has been left untouched for over a decade. He, sources said, has risen from the position of orderly to the level of SO but has never been posted anywhere outside the health directorate Kashmir. For the last one year Abdul Rashid is facing allegations of disproportionate distribution of budget among the districts in Kashmir valley but authorities overseeing the working of health directorate are yet to initiate any action against SO budget Abdul Rashid on the basis of substantiated allegations.
The clerks in the personal section of Director Health Service Kashmir have such a deep rooted nexus that they don’t allow officials from outside the personal section to occupy any position in the personal section of the Director Health Services Kashmir. Sources said though Zahoor Ahmad presently the senior most PA to Director Health Services Kashmir is retiring in next four days but the officials in the personal section of health directorate have already started lobbying for stalling the posting of any officials outside the personal section in place of Zahoor Ahmad.
Though a report about the overstaying clerks and allegations against them had appeared in several news papers last month and principle secretary health and medical education Atal Dulu was quoted as saying that he will remove all the overstaying clerks from health directorate, district offices and block headquarters but so far no overstaying clerk has been touched from either the health services directorate or any district or block office.
