‘Devised action plan of SAC training framed by IMPAD accepted by Government’

Srinagar, Jul 16 (KNS): Jeelani Naik, General Secretary, Jammu Kashmir Ladakh All Departments Clerical Staff Association, that the Association comprising of Ali Mohd President, Organizer Rashid Ahmed Bhatt, Secretary Ishtiyaq Ahmed Malik, Publicity Secretary Asif Habib, Leader Nazir Ahmed Bhatt, Umar Jan, Jagdish Thakur, Vishw Bandu, Ranbir Singh and others, on behalf of whole Clerical Cadre, showed gratitude towards Governor N.N.Vohra and his Advisor B.B.Viyas for their great concern towards the employees of the State in general and for deprived clerical cadre in particular.
The order issued vide Government Order No1141-GAD of 2018 dated 16-07-2018 regarding Secretariate Assistant Training Course (SATC) will not only cater the promotional avenues of clerical cadre working outside Secretariat but will also prove as booster in Carrier Progression of thousands Clerks working outside Secretariat. Because this Secretariat Assistant Training Course was the main obstacle behind stagnation of the Cadre and had created bad impact upon the future of thousands of highly qualified and experienced Clerks.
The policy of training for clerical cadre was imposed in early 1960, since 1960 to 2005 there was no devicive policy to implement the programme in toto due to lack of mechanism, which effected badly upon the services of clerical cadre as there were only 15 slots for thousands of clerks working outside Secretariat for a calendar year and equal number of slots for Secretariat Clerks having strength of below one thousand at that time.
In 2005 the training institute which was running within Secretariat has been closed and the responsibility of clerical training was assigned to JKIMPARD in addition to their own assignment. The JKIMPARD had trained 3000 clerks since last 13 years which is an average of 240 candidates per annum which makes ample clear that the IMPARD needs 84 years to train 20 000 clerks waiting for training, by virtue of which their promotional avenues have been blocked and maximum may attain superannuation as an Junior Assistant.
The impact of Secretariat Assistant Training Course (SATC) not ends here but there is also gross violation of norms by the GAD on the behest of then Union Leaders by allotting special quota for their departments in 2017 vide GAD order date 26.07.2017, which astonished whole cadre. The same was reacted by various dedicated leaders of the cadre and on 27.07.2017 a delegation headed by Jeelani Naik then Vice President and senior member from Jammu Jagdish Thakur, submitted detailed memorandum before then Chief Secretary B.B.Viyas and then Commissioner Secretary GAD and have detailed discussion with authorities regarding problems faced by the cadre due to poor implementation of Secretariat Assistant Training Course. By timely intervention of B B Vyas and quick action of Commissioner Secretary GAD, the then DG/ VC IMPARD were requested to frame a devised action plan to resolve this issue within shortest possible time.
There after this issue was taken as challenge by newly elected headed by President Ali Mohammad Mir and followed it consistently to paramount pressure upon Government to resolve this burning issue at an earliest. We are thankful to B B Viyas, who showed keen interest to this cadre and took concern authorities on task by conducting more than 4 review meetings upon the issue and nod through Establishment-Cum-Selection Committee as devised plan furnished by JKIMPARD. In revised framework a Senior Assistant having above 45 age or more than 10 years service as Senior Assistant can appear in exam without any training besides 2400 to 4800 Junior/ Senior Assistants will be provided training in a calendar year at different District Headquarters.
This may not only eradicate the hurdled faced by the clerical cadre in their promotional avenues but also play pivotal role in Carrier Progression of clerical cadre working outside Secretariat. The whole clerical cadre is highly thankful to Governor N N Vohra, Advisor to Governor B B Viyas, Chief Secretary to Government V R Subramanium, Commissioner Secretary GAD Hilal Parray and other concerned officers who showed their great concern to resolve this core issue of clerical cadre and hope they all keep this cadre in kind consideration in future also.
