Srinagar, Jan 02 (KNS): Stating that the youth being killed on the path of militancy is painful, Director General of Police (DGP) Dilbagh Singh on Wednesday said that 252 militants were killed during counter insurgency operations in Jammu and Kashmir. The state police chief however claimed that the presence of ISIS in the valley is not huge but informed that a section of youth is being radicalized.
Addressing a news conference here at Police Control Room (PCR), Singh who was accompanied by Additional Director General of Police (ADGP) Security and Law and Order, Munir Ahmad Khan, Inspector General of Police (IGP) Kashmir Zone, Swayam Prakash Pani and Deputy Inspector General (DIG) Central Kashmir Range (CKR) Vidhi Kumar Birdi told media persons that 97 operations took place in the year 2018 in which 83 witnessed no collateral damage.
He however added that in rest of the operations some precious lives were lost.
According to KNS correspondent, police said that 91 civilians were killed in the year while 44 among them were killed by militants and 38 lost their lives near encounter sites.
Furthermore, DGP said, “I once again appeal to the youth that life is very precious and it should not be lost like this.”He added that police and other security forces have always exercised maximum restrained and now “we will once again appeal them to exercise maximum restraint while dealing with the situation.”
In the year 2018, IGP said 45 policemen, 9 Central Reserve Police Force (CRPF) personnel and 30 Army men were also killed.
Moreover, DGP said it is always painful when the youth who have picked up arms are killed in operations. “The killing of youth who have picked up arms is not appreciable at all,” he said, adding that killing militants is a success but at the same times losing lives is painful and cannot be a thing to be celebrated.
“Lives of anyone be militants, forces personnel is very painful,” he said, while hoping that the New Year (2019) will be better year and graph of violence comes down.
Commending JKP cops and other forces for what he called as wonderful job, the state police chief said that the number violence related incidents have been increased in this year as the youth recruitments and infiltrations continues, saying that the huge number of infiltration took place in past year while as number of bids were also foiled.
He also paid tributes to those cops and security personnel who lost their lives while performing their duties.
On law and order situation, Singh said the situation was by and large peaceful across the state in 2018.
Asked about the incident that happened in Jamia Masjid, DGP said that the presence of ISIS in the valley is not huge but informed that a section of youth is being radicalized.
“A section of youth is being radicalized otherwise presence of ISIS is not that big in Kashmir,” Singh said. “Kashmir is a secular society and very open but while radicalization on those lines is happening like waving of black flags, we saw the other day,” he said while referring to recent unveiling of Daesh flags at Jamie Masjid pulpit.
He said that by such type of acts, it might be to showcase a larger presence but he said that 'there is no big presence but radicalization on those lines of youth is happening'.
Earlier, a group of masked young men had stormed into the historic Jamia Masjid with IS flags and created a ruckus on Friday, provoking condemnation from the mosque's management committee as well as political leaders.
The state police chief when asked the presence of Nakas in Srinagar areas said that they are well aware that the Nakas create inconvenience and cause congestion on roads but these measures are being taken for the security of people and it will continue till the situation gets better.
Asked about people-friendly policing, DGP said that they are trying to have female police representatives at the Police stations for which the steps will be taken soon. “We will also like to have educated cops in the police stations,” he said, adding that he recently visited Kathua where 135 under graduates and 300 graduates constables are undergoing training in Kathua, adding that police is not the same as it was in the past.
About frequent internet snapping, DGP said that the social media is a big and uncontrolled tool which creates law and order situation many a times, thus the internet is being snapped to ensure peaceful environment. He admitted that people suffer due to internet blockades, saying that not only people but police also face hardships in absence of internet as their communications also comes to a halt. “But, we will see that 2019 will see a lesser number of internet blockades,” he added.

About the weapons snatched from the residence of Congress leader, ADGP Law and Order, Munir Ahmad Khan said that the investigation is underway and police has got some vital clues and they are working on that. He added that a case has already been registered in this regard and investigation in all aspects was started as everything has to be investigated thoroughly.

IGP says ‘12946 criminal cases registered, 11880 disposed of’
Meanwhile, IGP Kashmir Zone told media persons that 12946 criminal cases were registered in 2018 in which 11880 cases were disposed of, taking the disposal rate to 61 per cent.
He said that in non-militancy related case, 97 murder cases were registered in the year 2018 while as 32 have been disposed of, adding that 312 cases were registered under narcotic act while 482 have been arrested in this regard and 222 cases have been placed for challan, taking the rate to 71 per cent.
He said that 143 domestic assault cases were registered in 2018 and 89 among them have been disposed of, adding that 762 burglary cases and 387 vehicle theft cases were registered in the previous year while as 342 and 148 cases respectively were disposed of, adding that in burglary cases 420 cases are still pending.
The IGP further added that 35 eve teasing cases were registered in the year 2018 while as 30 among them have been challenged, thus taking the percentage of disposal rate to 86 percent.
He added that 2006 road mishaps took place in the Valley in which 272 persons lost their lives, adding that 225 deaths have occur because of four-wheelers, 46 deaths because of two wheelers while as one has occurred because of three wheeler. The IGP further said that 2551 persons sustained injuries in the mishaps while 2089 were injured because of four wheelers, 421 due to two wheelers and 41 due to three wheelers.
