Raises queries over non-framing of recruitment rules

Srinagar, Nov 16 (KNS): The Housing and Urban Development Department has stalled the promotion of Srinagar Development Authority employees due to absence of recruitment rules.
Every department or corporation has its own rules. However, the SDA has failed to frame recruitment rules for its employees, resulting the officials promotions have been halted by the HUDD.
In September this year, the Departmental Promotion Committee (DPC) meeting was held under the chairmanship of SDA Vice-Chairman. The Housing and Urban Development Department had sent Under Secretary from the Civil Secretariat to attend the meeting. Following which, the DPC recommended promotions of 25 officials.
However, the HUDD has not given its approval for their promotions. “The HUDD has raised queries over non-framing of recruitment rules. The HUDD authorities said that these officials will not be promoted till the SDA frames its recruitment rules,” an official of the HUDD said.
“How the HUDD sent its Under Secretary to attend the DPC when it knew SDA has no recruitment rules," he said.
The official said that it was for the first time when the HUDD stalled the promotions of SDA employees on absence of recruitment rules. “The DPC was held in 2006, 2008, and 2014 that time the HUDD did not ask for any recruitment rules from the SDA,” the official said.
However, the official said that HUDD has written to the SDA several times to frame recruitment rules. “But the SDA authorities did not pay any heed.” The official said there has been no recruitment in the SDA for the last 10 years.
SDA Vice-Chairman Abdul Majeed Raina said that it would take two more weeks to frame the recruitment rules.
“The SDA has received several letters from the HUDD to frame the recruitment rules. Everything will be okay once the rules are framed,” Raina said. (KNS)
