Committees give no suggestions for effective coordination between PDP-BJP

Srinagar, Mar 8 (KNS): It has become a norm for the government to form committees of ministers and bureaucrats on vital issues, who did very little in completing their assigned task so far.
Official sources told KNS that government too was not concerned to ensure that these committees complete their assigned task.
For the last three years, it has apparently become a norm for the PDP-BJP government to frame committees on vital issues and for “effective coordination” between the coalition parties.
However, most of them either have failed to come up with suggestions or have not even met even once since their formation, sources told KNS.
In 2016, a committee headed by Minister for Power Development Department was assigned the task of holding deliberations on the issue of infrastructural development. “During these months, the group did not hold any deliberations on the infrastructure development despite the state lacking infrastructural development,” an official of General Administration Department, said.
In May last year, a group headed by Deputy Chief Minister was constituted on the issue of illegal settlement of immigrants.
“These groups met few times but did not do much for which they were constituted. If such committees fail the assigned task then why should they be constituted,” the official said.
A six-member committee headed by Minister for Health and Medical Education was framed of holding deliberations on human resource and skill development.
A group was also constituted for ensuring effective implementation of BJP-PDP coalition’ ‘Agenda of Alliance’ in the state.
A PDP minister said that committees were holding deliberations on the assigned task. “It is a continuous process and take time to come with suggestions,” he said. He said there may be delay due to change in portfolios of some of the ministers’ part of various committees.
Similarly, several committees, comprising of bureaucrats have also been constituted by the current dispensation.
A State-level Distribution Reforms Committee was constituted for effective implementation of Re-structured Accelerated Power Development Reforms Programme (R-APDRP), Integrated Power Development Scheme (IPDS) and Prime Minister’s Development Package-2015.
Despite there has been zero spending in these schemes during these years, the committee “failed” to ensure their implementation, sources said.
In March 2017, a committee was constituted for implementation of special package for development of sports infrastructure in the state. “During the last around one year, there has been no improvement for development of infrastructure in the state,” an official of the Youth Services and Sports, said.
In April 2017, a committee was framed to review and monitor the implementation of environmental laws in the state.
Similarly, two committees each for Kashmir and Jammu were constituted for scrutinizing the applications for regularization of illegal and unauthorized constructions in the twin capitals of the state.
Few other committees have also been constituted, who according to sources “did not met” even once since their formation.
“There is no monitoring whether these committees initiated any process for the assigned task,” the GAD official, said. (KNS)
