Repatriation of even six IAS officers can end addl charge syndrome

Srinagar, Jun 25 (KNS): Though over a half a dozen junior KAS and IAS officers ineligible to occupy the positions of administrative secretary are holding the positions of administrative secretaries, the Jammu and Kashmir government does not contemplate any move to recall eleven senior IAS officers of over and above administrative secretary positions from central deputation which could have helped it to end the additional charge syndrome in the higher echelons of state bureaucracy. Interestingly the Governor N N Vohra immediately after imposition of Governor’s rule appointed a non J&K cadre IAS officer BVR Subrahmanyam as Chief Secretary and prior to this erstwhile Mehbooba government appointed another non J&K cadre IAS officer as secretary Tourism.
Well placed sources told Kashmir News Service (KNS) that the IAS officers of over and above administrative secretary position presently on central deputation include former chief secretary B R Sharma, former home secretary of J&K government Suresh Kumar, P K Tripathi, Sudhanshu Panday, Atal Dulloo, Shantmanu, Bipul Pathak, Ashok Kumar Parmar, Manoj Kumar Dwiwedi, Mandeep Kaur and Yasha Mudgal.
Sources said that if even if half a dozen officers are recalled from central deputation the additional charge syndrome will automatically end. Presently a junior IAS officer of special secretary grade is holding the charge of administrative secretary Rural Development Department and two KAS officers ineligible to occupy the position of administrative secretary are holding the charge of secretary science technology and social welfare department.
Similarly an IAS officer of UP cadre Rigzin Samphel is presently holding the charge as Secretary Tourism and M Rajiv presently secretary PHE, Irrigation and flood control is holding the charge as transport commissioner. (KNS)
