Srinagar, Jan 26 (KNS): Farooq Ahmad Shah (Bukhari), KAS Custodian General J&K Jammu along with Custodian Evacuee Property Jammu, Deputy Custodian (Central ) J&K, Deputy Custodian (Legal) and Deputy Custodian (HQ) Jammu conducted spot inspection of Banquet/Marriage Hall at Udheywala Jammu on 23rd of January, 2019 and directions were issued to the Incharge Marriage Hall to provide best services to the customers so that interested parties will book the Marriage Hall for more and more functions to augment the income of the Organization. The Incharge of the said Marriage Hall was also directed to achieve the target of Rs. 1.50 crore during the current financial year.
The Incharge Marriage Hall was further directed to maintain Booking /Payment Registers and submit copy of each booking/payment made by the parties to this office on daily basis.
The Custodian General also visited various sites of evacuee property in Jammu City which includes evacuee property known as S.P Academy situated at Exchange Road Jammu and it was found on spot that the said Institution has merged four evacuee property residential houses bearing No. EP-838, EP-839, EP/BC-322 and EP-801 into one Institution known as S.P Academy being utilized for commercial purposes, out of which one evacuee property residential house No. EP-801 has also been demolished recently and construction is going on to merge the same into said Institution which is great violation committed by the said Institution and is liable for punishment under Section 18 of J&K State Evacuees’ (Administration of Property) Act, Svt. 2006 for willfully causing damage to the said evacuee property. Besides also violated the Rule 14 of J&K State Evacuees’ (Administration of Property) Rules Svt.2008.
The Custodian Evacuee Property Jammu was directed on spot to get the said work stopped forthwith so that further action in the matter will be taken against the delinquent under rules.
Meanwhile a committee has been constituted to look into the irregularities made by the said Institution for willfully converting the said residential houses into one Institution Known as S.P Academy being utilized for commercial purposes without any orders /permission from the competent authority.
The committee comprises of Mohammad Rauf, Assistant Ex. Engineer and Abdul Qayoom Qadri Deputy Custodian (Legal), who were asked to conduct spot verification of the said property and submit detailed factual report/comments along with status thereof, premium paid if any and monthly rent of the said properties.
The Custodian General also visited EP/BC house No. 38 situated at Baba Jewan Shah Jammu and it was found that the allottee was granted permission for reconstruction of double storied house at his own subject to payment of fee of Rs.3.00 lacs on the basis of estimated cost prepared by the Engineering Wing of the department, however, the allottee has violated the said permission order and constructed three storied house. The Custodian Evacuee Property Jammu was directed on spot to get the work stopped forthwith, so that further action in the matter will be taken under law.
The Custodian General while visiting various evacuee properties in Jammu City observed that number plates previously fixed on evacuee property houses /flats/BC’s and shops have been removed by the allottees in some cases which tantamount malafide intention. The Custodian Jammu/Field Inspector concerned were directed to fix the number plates on each evacuee property in Jammu City within a week’s time positively.
Further directions were also issued to the field functionaries to keep vigil for their legitimate duties so that no illegal construction shall take place, in case any illegal construction is noticed in their respective jurisdiction they shall immediately report to the Custodian Evacuee Property Jammu with a copy to this office so that said illegal construction will be got demolished with such force as may be necessary for the purposes and case will be registered against the delinquent under Section 18 of J&K State Evacuees’ (Administration of Property) Act, Svt.2006.
However, in case the concerned field functionary failed to report in time regarding the said illegal construction if any noticed , stern action as warranted under law shall be taken against the concerned delinquent officers/officials for dereliction of duties which including punishment to be reflected in their APR’s.
