Srinagar, Apr 22 (KNS): A day after Chief Minister Mehbooba Mufti promised to bring a law similar to central government's ordinance for death penalty to those raping children below 12 yrs of age the Law Minister Abdul Haq Khan Sunday said a memo for passing an ordinance kept ready by law department for death penalty to people raping children below 12 years age will mostly likely be passed by the cabinet for seeking a formal ascent by Governor N N Vohra.
Talking to Kashmir News Service (KNS), he said not only in Jammu and Kashmir but in the rest of India and several parts of the world a broader consensus has emerged on death penalty to people raping children below 12 years age.
Asking people raising demand for CBI inquiry into the Kathua minor rape case to speak hundred time before questioning crime branch investigation the law minister said ‘Crime Branch investigation is scientifically proved leaving no scope for anyone to doubt the investigation. Not even in a single case Crime Branch of Jammu & Kashmir police has been accused of falsely implicating any one’. He reiterated government's commitment to carry out the investigation of Kathua minor rape case to logical conclusion.
In reply to question he said ‘PM Modi the tallest of all both in BJP as a party and the government has taken a lead over others in proposing and pushing through an ordinance for capital punishment to people raping children of less than 12 years age. Now vested interests everywhere try to spoil the good work done by the governments and may some interests try to sabotage the good work done by both central and the state governments’.
In reply to a question on the protection of the special status of the state the law minister said ' government has engaged country's top jurist Fali S Nariman to contest the cases filed in the supreme court and other top courts of the country against several strong provisions of the constitution of India guaranteeing special status to Jammu and Kashmir state.
